What Is the Fall Mountain Lake Property Owners Association?
While named an “association,” the Fall Mountain Lake Property Owners Association (FMLPOA) is legally established as a separate taxing district within the Town of Plymouth, Connecticut. In practical terms, it functions as a municipality within a municipality, with defined boundaries and specific responsibilities.
Each homeowner owns their individual property and is responsible for their home, insurance coverage, maintenance, Town of Plymouth property taxes, and the annual Association tax. Membership in FMLPOA is tied to property ownership.
The annual Association tax is not a monthly condo-style fee. It is an annual assessment approved each year at the Annual Meeting, held on the first Sunday in May. The Board prepares and presents a proposed budget, and the approved budget determines the annual tax amount for the upcoming fiscal year. These funds support maintenance and management of Association-owned assets such as the lake, dam, and community center, along with other operating expenses necessary to maintain the community.
Association-owned properties are available for member use in accordance with established rules and regulations.
It is the mission of Fall Mountain Lake Property Owners Association to preserve, protect and improve the health of Fall Mountain Lake while encouraging community based enrichment activities to youth and adults who own homes within the Fall Mountain Lake Property Owners Association property limits.
Why Does the Association Have a Community Center?
As a legally recognized taxing district, FMLPOA is subject to Connecticut public records and governance requirements. The community center provides a permanent, centralized location to hold official meetings, conduct Association business, and securely maintain records as required by state law.
Beyond compliance, the building ensures continuity. It allows the Association to operate independently of individual Board members’ homes, provides a consistent meeting space for members, and preserves official records in an accessible and organized manner.
In addition to its governance role, the community center offers practical amenities for residents. The space supports community gatherings, events, committee meetings, and the Annual Meeting. It provides a consistent, accessible location where neighbors can come together, helping strengthen communication, participation, and community involvement.
